windows: Fix INVALID_HANDLE_VALUE
Made INVALID_HANDLE_VALUE actually a HANDLE. Removed all useless casts during INVALID_HANDLE_VALUE comparisons. Signed-off-by: Peter Atashian <retep998@gmail.com>
