Remove backwards compat for LLVM 12 coverage format The minimum external LLVM was updated to 13 recently in https://github.com/rust-lang/rust/pull/100611, so this PR removes backwards compat with older coverage formats. The codegen crate contains the code to convert from MIR into LLVM IR,
and then from LLVM IR into machine code. In general it contains code
that runs towards the end of the compilation process.
