Rollup merge of #112490 - Alexendoo:c-char-cfg-all, r=cuviper

Remove `#[cfg(all())]` workarounds from `c_char`

Casts to type aliases are now ignored by Clippy https://github.com/rust-lang/rust-clippy/pull/8596
